美國前副助理國務卿謝淑麗(Dr. Susan Shirk)受邀來台訪問,19日上午舉行記者會,並舉行她的著作「脆弱的強權」新書發表會。謝淑麗是美國政、學界知名的「中國通」,對民主黨政策具有相當影響力。
在19日的記者會上,謝淑麗針對本台記者提問的有關大陸對台灣部署的飛彈問題,指出這部份是在討論範圍以外的東西,並指出如果大陸撤走對台灣部署的飛彈,仍然有攻擊台灣的能力,但起碼這樣的「動作」,會讓台灣人民感覺比較不會有威脅。
『Taiwan missile threat from the mainland…and I think that something that should definitely beyond the table in cross-strait discussions. In the past the mainland has taken some actions in… at an earlier time I forget exactly which year, to, for example, move its forces from the Nanjing military region then and Fuchiang as a confidence-building measure , well I think it should very much beyond the table, that they consider doing something similar with those missiles in the future and obviously that would be a gesture, that would be very much appreciated by the Taiwan people.
Now, on the other hand, let’s recognize that’s mainly a “gesture,” because if you move them, they STILL have the ability to attack Taiwan, but it would feel less intimidating to people, and it would be an important signal of good intentions.(大陸對台灣的飛彈威脅…我認為兩岸在這方面一定有一些討論範圍以外的東西。在過去,我忘了到底是那一年,大陸曾經把部署在南京和福建的飛彈移到別的地方,作為一種建立信心的手段。我認為這真的是討論範圍以外的東西,他們在未來會用類似方式處理那些飛彈,作為一種表態。台灣人民也會很感激。另一方面,我們也要理解本質上這還是一個形式,因為即使撤走這些飛彈他們還是有攻擊台灣的能力;但起碼人民會覺得比較不受威脅,而且這也是一個重要的善意表現。)』
